WORLD  REFUGEES DAY   2011 Symposium-
30 years of Asylum in Japan:           
Reflections and Perspectives
011 marks the 60th Anniversary of the 1951 Convention relating to the Status of Refugees
(hereinafter, the Convention), as well as the 30th Anniversary of Japan's accession to the
Convention. World Refugee Day 20 June 2011 provides a good opportunity for
stakeholders to reflect on these occasions, assess the current state of the asylum
system in Japan and discuss the future of asylum in Japan. By co-organizing this
symposium, the Forum for Refugees Japan (FRJ) and UNHCR aim to bring together
national and local government officials and representatives from the academic, legal and
civil societies. It will serve as a podium for forward-looking discussions.

Keynote speeches by a Japanese government official and the Representative of UNHCR
will consider the developments in Japan and elsewhere. The symposium will
demonstrate a new role for refugees in Japan. A short video and a refugee's personal
account will chronicle the recent support that refugees have shown the victims of the
March 2011 Tohoku natural disasters. The symposium will also have two discussion
panels. The first panel will address the system from the legal angle, especially status
determination procedures, detention and other protection related matters. The second
panel will host stakeholders that look at the framework of assistance in Japan with a
focus on local integration and the ongoing resettlement project. Both panels are expected
to offer perspectives as to the future of asylum in Japan. The audience will have an
opportunity to weigh in on the discussion through the Q & A session that will follow each
panel discussion.

FRJ and UNHCR invite you to attend this symposium and participate in what promises to
be an informative, open and interesting dialogue among several stakeholders of the
asylum process in Japan.

UNHCR also takes the opportunity to invite you to attend the commemorative ceremony of
lighting the world renowned landmark, Tokyo Tower. On 20 June, the Tokyo Tower will
light up in blue for 3 hours between 7:00 - 10:00 pm to show solidarity with refugees
around the world and the people affected by the crisis in Japan. More details about the
ceremony and the lighting of the Tokyo Tower will soon appear on UNHCR's public
website in Japan:

    Today commemorates the 64th Anniversary of the
    Martyrs' Day of the Union of Burma. The Martyrs'
    Day is an unforgettable day of mourning for the
    whole people of the country including the
    nationalities.

    national leaders while they were ardently striving for

    yoke of colonialist and establishment of new a
    sovereign democratic state had to sacrifice their
    lives at the hand of the despicable stooges of the
    imperialist.  However, as the maxim "martyrs never
    die" the whole nation pines for Bogyoke Aung San
    and the martyrs constantly ever since.

    The fall of the Bogyoke Aung San and the martyrs
    was a great loss to the nation, and the country fell
    into disaster. The whole people including the
    nationalities worried about the future of the country
    because Bogyoke Aung San and the leaders had
    given emphasis upon the equality of the
    nationalities, basic rights of the citizens,
    establishment of the democratic state as much as
    upon the national liberation. We must not forget
    their legacy. We must not let them fade away.
    Therefore on the 19th Day of July every year, the
    whole nation gives obeisance to the tribute of
    Bogyoke Aung San and the Martyrs.

    The leaders who genuinely love the country and
    wish to carry out the interest of the people must
    build up the future by taking lessons from the past.
    By looking back, it is obvious that an indelible blot
    was stained on the political history of Burma
    because the political problems were solved by using
    armed methods instead of employing peaceful
    political means. The struggle for the establishment
    of a new democratic state was hurt because
    Bogyoke Aung San and the martyrs were
    assassinated. Basic rights of all the nationalities
    were diminished and the whole people suffered.

    Therefore the NLD is constantly trying to solve the
    political problems through political means and to
    find solution through dialogue. It believes that
    settlement through armed struggle could not be
    beneficial for the future of the country and the
    people in the long run and is striving for the national
    reconciliation. It is working hand in hand with the
    people for the establishment of true democratic
    Union. It also is promoting political culture with the
    cooperation of the people.
    At the press conference held on the 6th of May
    2002, Daw Aung San Suu Kyi, the leader and the
    general secretary of the NLD said:-

    "We have repeatedly said that the NLD is ready to
    negotiate flexibly for the beneficial results of the
    people of Burma. But the dialogue should not aim
    for the benefit of the NLD nor the benefit of the
    authorities but for the benefit of the Burmese
    people"

    Therefore the authorities should create the fair
    political conditions by holding meaningful political
    dialogue towards national reconciliation and
    releasing unconditionally all the political prisoners.

    While giving tributes to the martyrs and the leaders
    and upholding the pledges given to the country to
    the people, the NLD declares that it will continue to
    carry out dutifully the historical obligation for the
    emergence of a true democratic Union by
    overcoming any obstacles that it has to face.

    64th Anniversary of the Martyrs' Day
    Chairman's Speech


    "Mingalarbar" all the guests and diplomats who are
    attending this commemoration for the 64th
    Anniversary of the Martyrs' Day.

    While working strenuously for the Independence of
    the country, Bogyoke Aung San and other leaders
    namely Thakin Mya, Dedoke U Ba Cho, U Razak,
    Menpeng Saophra Sao San Tun, U Ba Win and
    Mehn Ba Khaing were brutally assassinated by a
    group of thugs and terrorists. Permanent Secretary
    U Ohn Maung and private Ko Htwe were also killed.

    The death of the martyrs was an immeasurable loss
    to the country and the people because Bogyoke
    Augn San had both moral and physical courage,
    was farsighted and virtuous and he was trusted and
    cherished by the whole people of country including
    ethnic nationalities.

    Bogyoke Aung San had been Thakin Aung San, a
    student leader and General Secretary of the We
    Burman Association which led the independence
    movement for the country. He formed the Burma
    Independence Army and fought against the
    imperialist. Bogyoke Aung San and the leaders
    successfully waged Anti-Fascist Resistance in 1945
    for the independence of the country.

    To liberate the country he also formed Anti-Fascist
    Organization and after the Second World War
    Bogyoke served as the chairman of that
    organization after changing its name to Anti-Fascist
    People's Freedom League (AFPFL). Bogyoke
    succesfully signed Kandy Agreement after
    negotiation with the commander of the allied forces
    for the South East Asia and reformed the armed
    forces in accordance with the Agreement.

    After declining the offer of Lord Mountbatten,
    Commander in Chief South East Asian Commander
    of Allied Forces, to take up the post of Bragadier
    General as the head of to-be-formed Burmese Army
    under the British Command, Bogyoke resolutely
    decided that he would travel relentlessly for the
    independence as a political leader.

    According to the position of the preliminary meeting
    of the AFPFL, Bogyoke asked for total
    Independence simultaneouly with the Nationalities
    from the hill areas. He then went to England as the
    Vice-Chairman of the council of the Governor and
    signed Aung San Atlee Agreement after negotiation
    with the British Government. That Agreement was
    most crucial for the Independence for Burma.

    The Pinlon Agreement, invaluable as the foundation
    of the National Independence was signed on 12,
    February, 1947 after negotiation with the ethnic
    nationalities. That Agreement is considered by the
    whole country as the inception of Union Spirit or
    Pinlon Spirit.

    Constituent Assembly was elected and National
    Constitution was passed by the Assembly. The
    Independence Sovereign Union of Burma proudly
    emerged among the family of nations according to
    this constitution.

    An honorable tradition of the country is observed
    each year by reminiscing the tributes of Bogyoke
    Aung San and the martyrs. The people the Union
    shall always remember the tributes of the martyrs
    since even owed benefit between individual should
    not be forgotten.

    The national leader Bogyoke Aung San was able to
    sign agreement for the Independence of the country
    through dialogue based on the diplomatic means.
    Similarly he could solve the problems of nationalities
    also through negotiation based on sincerity and
    transparency and gained the trust of the
    nationalities.

    By emulating the country, the political, the
    economic, social and nationalities' problems
    occurring in the country shall be resolved through
    negotiation. I want to conclude that time and
    condition called for the resolution of the problems
    by discussion among all the stakeholders without
    resorting to arms.

 
    On July 19, 2011, at about 11 a.
    m. commemoration ceremony of
    Martyrs' Day was held at the
    headquarters of the National
    League for Democracy. About
    2000 people including NLD
    Central Executive Committee
    members, members of
    Committee Representing
    People's Parliament (CRPP),
    veteran politicians, NLD leaders
    from States and Divisions,
    members of People Democracy
    Network, Individual Candidates
    and members of NLD attended
    the ceremony.

    Before holding the ceremony,
    people went outside of the office
    and paid respect to the martyrs
    at 10: 37 a.m. the time martyrs
    were assassinated. All leaders
    including NLD General Secretary
    Daw Aung San Suu Kyi, Vice
    Chairman U Tin Oo, NLD CEC
    and Central Committee
    members together with CRPP
    members, youth and women
    members joined it. In so doing,
    people faced toward the Martyrs'
    Mausoleum when a long siren
    was signaled.

    At 11 a.m. the ceremony chaired
    by Vice Chairman U Tin Oo and
    mastered by Ma Kyi Pyar, a youth
    from Rangoon Division started.
    Following opening speech of the
    Chairman of the ceremony, Daw
    Aung San Suu Kyi made some
    remarks about martyrs. Then the
    NLD's statement on 64th
    Martyrs' Day numbered 13/07/11
    was recited by Central Executive
    Committee member U Ohn
    Kyaing.

    Then, poems recitation in honor
    of martyrs was conducted. A
    poet Pyapon Ni Lone Oo recited
    a long poem of Sayagyi Thakin
    Ko Daw Hmaing about martyrs'
    mausoleum. It was followed by
    living with martyrs recited by
    Monywa Aung Shin, rain drop
    tear drop by Nyein Thit,
    determination by Yinni, Ko Aung
    San loved by Bagyi Hmaing by
    poet Nay Htet Naing.

    အာဇာနည္ေန႔ကို အေလးအနက္ မထားတာဟာ အာဇာနည္ စိတ္ဓာတ္ကို တန္ဖိုး မထားရာ ေရာက္သလို ျမန္မာႏုိင္ငံမွာ အာဇာနည္ သူရဲေကာင္းေတြ
    ေပၚထြက္လာမွာကို ကန္႔သတ္ ဖိႏွိပ္တာမ်ိဳးလည္း ျဖစ္တယ္လို႔ ျမန္မာ့ ဒီမုိကေရစီ ေခါင္းေဆာင္ ေဒၚေအာင္ဆန္းစုၾကည္က ဒီကေန႔ ေျပာၾကား လိုက္ပါတယ္။

    မနက္ျဖန္မွာ က်ေရာက္မယ့္ ၆၄ ႏွစ္ေျမာက္ အာဇာနည္ေန႔ အတြက္ RFA က သီးသန္႔ ေမးျမန္းရာမွာ ေဒၚေအာင္ဆန္းစုၾကည္က အခုလို ေျဖၾကားလိုက္တာ
    ျဖစ္ပါတယ္။

    "အာဇာနည္ဆုိတာက သူ႔စိတ္ဓါတ္ကုိက ထူးကဲတာမုိ႔လုိ႔ ဘယ္လုိ အေျခအေနမ်ဳိးမွာမဆုိ အခ်ိန္တန္ရင္ေတာ့ ေပၚေပါက္လာၾကမွာဘဲ။"

    ျမန္မာႏုိင္ငံမွာ ၁၉၈၈ ခုႏွစ္ စစ္အစိုးရ အာဏာ သိမ္းယူခဲ့ျပီး ေနာက္ပိုင္း ၁၉၉၂ ခုႏွစ္က စတင္ျပီး ဗိုလ္ခ်ဳပ္ေအာင္ဆန္းနဲ႔ အာဇာနည္ ေခါင္းေဆာင္ၾကီးေတြ
    အေၾကာင္း ေရးသား ေဖာ္ျပခြင့္ကို အာဏာပိုင္ေတြက ပိတ္ပင္ ကန္႔သတ္ခဲ့ သလို အာဇာနည္ေန႔ အခမ္းအနားေတြကို ႏိုင္ငံေတာ္ အခမ္းအနားအျဖစ္ ကေန
    တျဖည္းျဖည္း ေလွ်ာ့ခ်ခဲ့ပါတယ္။

    အာဇာနည္ေန႔နဲ႔ ပတ္သက္ျပီး ေဒၚေအာင္ဆန္းစုၾကည္ရဲ့ သေဘာထား အျမင္ေတြကို ဆက္သြယ္ ေမးျမန္းျပီး ဦးခင္ေမာင္စိုး စုစည္းတင္ျပထားတာကို
